Building Locate Timelines Into Your Project Schedule

Ask any project manager who has been through a mid-construction utility conflict, and they will tell you the same thing: the cost is never just the repair. It is the schedule slip, the subcontractor demobilization, the engineer revision fees, and the owner call that follows. Most of those costs are avoidable — if utility locates are built into the project timeline from the start, not treated as a last-minute checkbox.

The Locate Is Not a Delay — The Missing Locate Is

One of the most common scheduling mistakes in ground-disturbing construction is treating the utility locate as something that happens right before a crew breaks ground. In reality, a pre-design or pre-construction locate should sit near the front of the project timeline — ideally during the design phase, well before tender.

When subsurface data is in hand before design is finalized, engineers can route around conflicts rather than redesign around them later. Site servicing layouts, foundation placements, and grading plans can all reflect actual underground conditions instead of assumed ones. The result is fewer RFIs, fewer change orders, and fewer surprises on site.

Where Locates Fit in a Typical Project Schedule

Every project is different, but here is a general framework for when locate work adds the most value:

  • Pre-design phase: Commission a private utility locate and, where appropriate, GPR scanning to identify buried infrastructure. Feed this data into the design process so conflicts are engineered out, not discovered later.

  • Pre-tender: Include locate data and subsurface reports in the tender package. Bidding contractors can price accurately when they know what is underground — and clients get fewer contingency markups.

  • Pre-construction: Refresh or confirm locate data as mobilization approaches, especially on multi-phase projects where site conditions may have changed.

  • Multi-phase and phased-release projects: Plan a locate for each active phase before excavation begins. Conditions evolve, new services may have been installed, and assumptions from Phase 1 do not always carry forward.

Private Locates and Public Locate Requests Work Together

Most contractors are familiar with the public utility locate request process in Ontario. That covers publicly owned infrastructure, but it does not cover private utilities — the buried services that exist on private property, between buildings, or installed by previous owners or tenants who may not have documented them.

A private utility locate fills that gap. For projects in Hamilton, the GTA, Niagara, and Burlington, this often means locating gas services, private electrical feeds, irrigation systems, drainage lines, communications conduit, and other buried infrastructure that falls outside the scope of a standard public locate. Scheduling both in parallel — rather than waiting for the public process to complete before commissioning the private locate — saves days or weeks on the front end.

Where site conditions warrant it, GPR scanning can add another layer of subsurface information — helping to identify anomalies and buried features that electromagnetic locating alone may miss. GPR results are interpreted alongside other locate data and site context; no single method provides a complete picture on its own, but combining approaches gives the project team the most informed starting point.

The Cost of Not Planning the Locate

When locates are not built into the schedule, they tend to happen reactively — right before a shovel goes in the ground, under pressure, with the crew standing by. That is the worst possible context for accurate subsurface work. It is also when shortcuts get taken, assumptions get made, and strikes happen.

A utility strike on a live service can mean injury, evacuation, utility repair costs, project shutdown, regulatory investigation, and significant liability exposure. Beyond the safety risk, there is the schedule impact: even a minor incident can halt a site for days. The locate cost is a small line item by comparison.

A Practical Note on Locate Timelines

Scheduling a private locate is straightforward, but plan for a reasonable lead time — especially on larger sites, or when GPR scanning is involved. As a general rule, the earlier you engage a locating company, the more flexibility there is to schedule fieldwork around your project milestones. Requirements for public locate requests vary and are subject to change; check with the relevant authority to confirm current timelines and obligations for your specific project.
